Job Description

To provide procurement expertise and assists stakeholders to plan, develop, source and manage procurement arrangements to effectively meet the organisational and business objectives.

Key Responsibilities

Procurement Policies and Regulations
  • Ensure procurement policies, procedures, rules and regulations are adhered to
  • Ensure that the Zambia PublicProcurement Authority procedures are followed when procuring goods and services

Stock Records/Record Keeping

  • Report on progress towardsbusiness objectives and key projects
  • Maintain accurately the recordsof goods in order to ensure their timely availability
  • Maintain accuraterecords/services in order to facilitate efficient storage and retrieval of information

Budgeting

  • Participate in the annualBudgeting
  • Estimate and establish costparameters and budgets for purchases
  • Provide advice on procurementstrategies and directions

Supply Knowledge

  • Review and analyse all supplier’ssupply and price options
  • Develop plans for purchasingequipment, service and supplies
  • Negotiate the best deals forpricing and supply contracts
  • Ensure that the products andsupplies are of high quality

Secretarial Duties

  • Undertake effectively theprovision of secretarial services to the Procurement Committee to facilitatedecision making
  • To offer secretarial servicesduring Tender Closing and Bid Opening

Supervision

  • Supervise effectively themaintenance of an up-to-date supplier register in order to establish a reliablesupplier base
  • Supervise timely preparation ofdepartmental and individual work plans in order to facilitate monitoring andevaluation of performance
  • Full Grade twelve (12) Certificate
  • Bachelor’s degree in Purchasingand Supply
  • in Chartered Institute ofProcurement & Supply
  • Current Member to the ZambiaInstitute of Purchasing & Supply (ZIPS)
  • Ability to analyze and deal withvendor information
  • Knowledgeable with the ZambiaPublic Procurement Authority Regulations
  • Strong interpersonal skills,ability to communicate and manage well at all levels of the organization
  • Ability to work under pressure andable to delegate workload effectively
  • Make Professional decisions in afast-paced environment
  • Ability to analyse problems andstrategies for better solutions
  • Knowledge of procurementprocesses, policies and procedures
  • Ability to handle multipleprojects simultaneously to meet goals and deadlines
  • Good time management andorganizational skills
  • Good verbal and writtencommunication skills
