2. NON-ACADEMIC POSITIONS
2.2 PROCUREMENT OFFICER (X1)
JOB PURPOSE:
To supervise and undertake the procurement of goods, services, and works in order to meet the University’s procurement requirements.
PRINCIPAL ACCOUNTABILITIES:

Annual Procurement:
Prepares, updates, and implements the Annual Procurement Plan to meet the requirements of approved projects within KNU based on the approved budget of KNU.

Procurement process implementation:
Records, receives and reviews all Procurement Requisitions. Terms of Reference. Scope of Works, and specifications and advises end users on delivery schedules for goods and services to be procured.

Bidding Process Development:
Develops criteria for the evaluation of bids/RFP that ensures the objective and consistent evaluation of bids so that the best supplier/contractor/consultant is selected. Leads in all pre- bid meetings and site visits. Prepare minutes for all pre-bid and site visit meetings and submit to the Procurement Manager for review.

Evaluations Committee:
Receives bids/RFP arranges for bid opening and Guides evaluation meetings. and prepares a Procurement Paper of the results of the evaluated bids.

Procurement Committee:
Provides secretarial duties and prepares minutes of the bid opening, evaluation and procurement meetings held in order to have records of proceedings of the meetings held in accordance with the requirements of the Zambia Public Procurement Authority.

Negotiations with suppliers:
Negotiates favourable contractual terms and conditions for KNU with suppliers.

Contract Management:
Prepares contract awards and manages orders /contracts in conjunction with appointed project managers and maintains a record of correspondence with clients. Provide debrief to all bidders. Ensure all contracts are in line with ZPPA guidelines and approved budget.

Reporting:
Prepares weekly, monthly, and quarterly reports on procurement activity to the Procurement Manager and maintains an updated record of all procurements.

Compliance:
Implements and maintains KNU Procurement Policies and ensures compliance with internal and external regulatory policies

Public Procurement:
Keep abreast of all developments in Public Procurement to ensure delivery of the highest ethical and efficient delivery of services to KNU.
QUALIFICATIONS AND PERSONAL ATTRIBUTES:

Must have a Full Grade Twelve (12) Certificate with five credits in that must include English language.

Must have a Bachelor’s degree in Procurement and Supply Chain Management or its equivalent.

A minimum of four (4) years of practical work experience.

Excellent oral and written communication skills are mandatory.

Proficiency in MS Office applications and electronic Government Procurements.

Possession of a valid practising license from the Zambia Institute of Purchasing and Supply (ZIPS).
