Zambia Railways Limited (ZRL) is a national Railway of Zambia. The Company specializes in transporting heavy cargo in the Southern African Development Community (SADC), as well as running a local passenger train service. The area of product specialization is freight-bulk cargo and passenger rail services to the satisfaction of all Stakeholders. The Company therefore seeks the services of a committed, vibrant, innovative, and strategically focused and business oriented Zambian national to fill the vacant positions below of:

PURPOSE OF THE JOB

To partner with end user departments and stores to plan, develop, source and manage procurement arrangements to effectively meet organizational and business objectives. By focusing on budgeting, cost analysis, risk management, and performance monitoring, the procurement planning officer is expected to contribute significantly to the overall financial health of the organization.

MAIN DUTIES

  • Manage the development and implementation of the annual procurement plan.
  • Review, monitor procurement activities and report on milestones.
  • Ensure timely preparation of required statutory reports to the Authority.
  • Undertake procurement price monitoring
  • Consolidation of the main and the regional procurement reports.
  • Prepares minutes of meetings and resolutions of the Procurement Committee.
  • Check contract administration to ensure delivery of good and services is in accordance with contract terms and purchase requirements.
  • Developing strategies to minimize financial risks, such as diversifying suppliers or locking in prices.
  • Leveraging technology to enhance financial tracking, reporting, and analysis in procurement processes
  • Provide input and suggestions on areas of improvement for the Procurement and Supplies policies
  • Adherence to all governing laws and procedures of procurement and storage.
  • Provide technical expertise on all procurement matters.
  • Regularly monitoring spending against the budget to identify variances and adjust plans as necessary.
  • Implement cost saving initiatives for all procurement of goods and services.
  • Ensure continuous availability of key inputs to production and routinely consumed products.
  • Maintaining detailed records of procurement activities to support audits and financial reviews.
  • Total Cost of Ownership (TCO): Evaluating the complete cost associated with procurement, including purchase price, maintenance, and operational costs
  • Track value addition of services and goods procured.
  • Conduct reasonable price tests prior to purchase.
  • Participate in the development of realistic departmental budget each year.
  • Engage user departments to promptly plan for procurement as per lead time of each possible procurement.
  • Manage lead time of procured goods and services.
  • Management of suppliers.
  • Ensure valid contracts for all partnerships.
  • Ensure inspection and certification of goods and services in line with user department’s specification

Academic /Professional Qualifications:

  • Full grade 12 certificate (5 ‘0’ levels) with credit or better in Mathematics and English
  • CIPS Level 6, bachelor’s degree in Purchasing and Supply or equivalent.
  • At least 4 years’ experience in a purchasing and supply.
  • Membership to a professional body (ZIPS) is a must.
