JOB KNOWLEDGE: Must have knowledge and understanding of the principles of program management; program development, implementation monitoring and evaluation strategies and techniques in the area of HIV/AIDS prevention activities. Must possess knowledge of the application of program management and the translation of evaluation data as it pertains to the improvement and strengthening of programs. Must have knowledge of the concepts used to deliver HIV/AIDS prevention, care and treatment programs.
SKILLS AND ABILITIES: Must possess skills in providing leadership, direction, and technical expertise in the implementation of HIV/AIDS programs. Ability to lead and work within multi-national project teams and workgroups within a fast-paced environment to develop and foster effective working relationships with internal and external partners. Required to exercise considerable ingenuity in applying guidelines and different settings, as the work is highly complex and can be threatening to stakeholders. As a program representative for the CDC GAP office, is required to exercise considerable innovation during his//her attempts to influence other collaborating organizations engaged in HIV/AIDS prevention programs to adopt appropriate strategies for accomplishing program goals and objectives. Skill in computers, word processing and spreadsheets; database sites include grants/finance systems – Grants Solutions, COAST, Payment Based Management System (PBMS), CDC Foreign Audit Tracking System; MS Office 365 including MS Teams/Excel/OneNote/Word; as well as SharePoint. Must have accuracy in keyboard/typing skills, speed is not a necessity. Numerical skills include intermediate spreadsheet handling, and the purpose is for the incumbent to be able to review partner budgets to make sure they are reasonable, allowable, and allocable. Must participate in internal budget planning (of the aggregate budget related to programmatic investments).

* IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), Letter from Veterans’ Affairs which indicates the present existence of a service-connected disability dated within the past six months, equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
