The Government of the Republic of Zambia, through the Ministry of Education (MOE) is implementing various education programmes aimed at improving equitable access to quality education. With support from the World Bank, the Ministry of Education is implementing two overarching projects namely: The Zambia Enhancing Early Learning (ZEEL) Project and the Zambia Education Enhancement Project (ZEEP). Since 2017, the World Bank has been supporting the Ministry in implementing the ZEEP and in order to deepen the human capital impact of ZEEP, the project coverage was expanded by including complementary activities and added coverage to enhance education outcomes especially for girls. ZEEL represents the first large scale investment in Early Childhood Education (ECE) in Zambia and supports critical early years human capital development investments. ZEEL project has nationwide impact with implementation of activities concentrated in selected Districts across all ten (10) Provinces and interventions supporting broader ECE system enhancements with more than 110,500 children aged 3-6 years belonging to disadvantaged communities expected to benefit from the project.
To ensure that the projects are implemented effectively to realize their intended objectives, MoE is recruiting additional staff to work under the two projects. MoE hereby invites applications from suitably qualified individuals to fill the following positions:

1. JOB PURPOSE:
The Project Assistant Accountant will assist the Project Accountant with the project’s financial and accounting requirements to ensure project objectives are achieved as planned.
2. MAIN DUTIES OR ACCOUNTABILITIES
Key Result Area & Principal Accountabilities:
Work Plans, Budgets and Financial Management
Undertake preparation of project documents, work programmes and the corresponding budgets in line with Annual Work Programme and Budgeting and prepare financial reports.
Technical Assistance
Provide financial and accounting technical aspect for the PIU and undertake regular bank reconciliation and other financial reports in order to safeguard Project
resources.
Fiduciary Management
Proactively and prudently manage fiduciary risks to ensure project adherence to financial Reporting Standards, Government and World Bank reporting requirements.
Any Other Duties
Undertake any other tasks as assigned by the Project Accountant and PIU Management team.
3. DURATION OF ENGAGEMENT
The Project Assistant Accountant will be engaged for a duration of twelve (12) months.
4. PERFORMANCE ASSESSMENT
The Project Assistant Accountant will be subject to a performance appraisal at the end of the contract.
5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications and experiences
a) Grade Twelve School Certificate with Credits or better in Five (5) O Levels or its equivalent;
b) Diploma in Accounting. Bachelor’s Degree in Accountancy, CA Zambia, ACCA, CIMA or its equivalent;
c) Registered Member of the Zambia Institute of Chartered Accountants (ZICA):
d) At least three (3) years post qualification professional experience in Financial Accounting and Financial Management.
e) At least three (3) years as a Financial Management Assistant / Accountant of a project financed by international or multilateral organizations such as the World Bank;
f) Registered member of a professional association such as the Association of Chartered Certified Accountant (ACCA) Chartered Institute of Management Accountant (CIMA), CA – Zambia or equivalent;
g) Proficiency in Microsoft Applications including Excel, PowerPoint, and Word:
h) Proficiency in use of computerized financial management systems such as IFMIS, Navision, etc; and
i) Fluency in English in both oral and report-writing skills.
6. COMPETENCIES
a) Delivery Ability to get things done, managing deliverables and milestones on time/within budget/meeting project needs; and
b) Personality. Integrity, confidentiality, analytical skills, and diplomacy: Ability to work in multi-cultural, multi-disciplinary teams and in a fast- paced environment.
