Job Description

We help to strengthen the resilience of vulnerable people exposed to hazards and crisis situations and we respond to disasters and conflicts to save lives and alleviate suffering. In the Netherlands we do this with more than thirty thousand volunteers and internationally through technical assistance, supplies, and financial support. Together we act before, during and after disasters to meet the needs and improve the lives of vulnerable people.

The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

We are looking for an experienced project management delegate to support the Zambia Red Cross Society and the Netherlands Red Cross with the overall management, implementation and further strengthening and expansion of Disaster Risk Management and community resilience projects.

The International Assistance department has opened a vacancy for a Disaster Risk Management / Community Resilience delegate.

Position title: Project Delegate Zambia

Duty station: Lusaka (please note that this is an international mobile staff position)

Position type: Family posting

Time period: 12 months, 40 hrs/week

Desirable starting date: 1 July 2024

In this position you report to the NLRC country representative, based in Lusaka. You will work and liaise closely with the ZRCS and with the NLRC HQ staff, including the Portfolio Officer (PO) for Zambia, technical advisors, PMER, financial team, etc. You work closely with the ECHO Delegate (also based in Lusaka) to support the DRM pillar under the ECHO programme. Furthermore, you will establish partnerships, cross-sectoral collaboration and support and advise the National Society to access DRM & community resilience funds, both locally and internationally. Close coordination with the IFRC, ICRC, and relevant other stakeholders (like government, UN) is essential.

The Zambia Red Cross and the Netherlands Red Cross Society

Netherlands Red Cross and Zambia Red Cross have a long history of cooperation which was formalized in a long term (strategic) partnership since 2013. The primary aim of the partnership is that ZRCS can fulfil its mission, reducing dependency on partner funding and project-related funding for core costs. The secondary aim is that NLRC supports ZRCS in building a successful project-portfolio and service delivery for the most vulnerable communities in Zambia, with Disaster Risk Management community-based health care, Climate Change Adaptation, and water management/ WASH – with integration of cross cutting themes such as Community Engagement and Accountability and data and digital transformation being the main mutual focus areas.

ZRCS strategic focus 2021-2025:

  1. People can anticipate, respond to, and quickly recover from crisis
    (Disaster risk reduction; anticipatory approaches; cash preparedness and assistance.)
  2. People can lead safe, healthy, and dignified lives and opportunities to thrive
    (Access to basic WASH and health services; epidemic preparedness and response.)
  3. People are mobilized for inclusive and peaceful communities
    (Work with volunteers and effective management of volunteers.)

Key Responsibilities

Support ZRCS in portfolio development and resource mobilisation for disaster risk management and community resilience initiatives.

Support ZRCS to manage and implement DRM and Community Resilience projects and programmes.

Support strengthening of multi-sectoral coordination linkages between relevant partners & actors :
