Development Aid from People to People (DAPP) is a nationally registered NGO working with development projects in the fields of climate change mitigation and adaptation, environment, agriculture, education, health, poverty alleviation and Human Rights programs. Projects are carried out in all the provinces of Zambia reaching over 1.2 million people. Key funding partners include the Government of Zambia, national and international development organisations as well as private sector organisations.
DAPP will implement a program called ‘Strengthening Civil Society Regional Partnerships in favor of the ratification, domestication and implementation of the African Disability Protocol (ADP) in Malawi, Zambia, and Zimbabwe’, with funding from European Union for 3 years. DAPP is in consortium with Cheshire Homes Society of Zambia (CHSZ) and four other organisations in Malawi and Zimbabwe.
1. Objective of the position:
The Project Manager will manage and implement, successfully the project of DAPP Zambia. The programme will be simultaneously implemented in total 5 districts in Lusaka, Copperbelt and Eastern Provinces.
Project Objectives:
Objective 1 aims to contribute to the ratification, domestication and implementation of the ADP/instruments in Zambia, Malawi and Zimbabwe.
Objective 2 aims to capacitate grassroots and local organisations of people with disabilities to execute their mandates.
Objective 3 aims to promote the implementation of rights of all people with disabilities and enhance effective voice/participation in national/regional development processes. The action will enhance advocacy capacity of people with disabilities through increased demand for the ratification, domestication and implementation of the African Disability Protocol.
The position is based in Lusaka with occasional travel.
2. Key Responsibilities:
2.1 Programmatic leadership and implementation of DAPP-project activities in compliance with contract guidelines, and EU procedures and government regulations.
2.2 Supervision of a total of 3 staff (Copperbelt Project Facilitator, Accounts Clerk and M&E Officer) as well as coordination with the other Zambian coalition partner Cheshire which will implement activities in Eastern Province.
2.3 Adaptation of the Theory of Change, budget, work plans, M&E plans, lobby & advocacy plans, and selection of beneficiaries to support quality program delivery.
2.4 Overall budget management in cooperation with the DAPP Economy and Administration Office. Develop realistic micro budgets, ensuring compliance with donor requirements and ensure that resources (staff, and funding) are allocated appropriately to achieve best value for money.
2.5 Ensure staff, partner, Community Based Organisations (CBOs) and representatives of people with disabilities are engaged in the planning, implementation, review and learning processes.
2.6 Monitor quality assurance processes and systems to ensure the highest quality of the project implementation and risk management.
2.7 Build and support the partnership between implementing partners, DAPP, CHSZ, Organisations of People with Disabilities (OPDs) and Civil Society Organisation (CSOs) to strengthen project delivery and promote exchange and mutual learning.
2.8 Ensure DAPP’s and donor financial and procurement requirements are adhered to by the project team and partners.
2.9 Design and delivery of appropriate Monitoring, Evaluation and Learning to measure, document and disseminate progress, good practices, donor reporting and impact in this project.
2.10 Ensure that the communication around the project is effective and efficient.
2.11 Meet deliverables within time frame.
3. Reporting:
The position will report to DAPP National Programme Coordinator and the DAPP Health Specialist.
4. Collaboration:
(a) With DAPP Headquarters.
(b) With Government Ministries, stakeholders and partners, CSOs and organisations of people with disabilities at all levels.
5. Skills, Knowledge and Experience required:
5.1 At least 3 years’ experience in project implementation proven experience of working with persons with disabilities and familiar with disability mainstreaming.
5.2 Excellent understanding and at least 2 years of proven experience in project management with strong leadership, coaching and capacity-building skills, including monitoring and managing expenditures.
5.3 Knowledge and experience in lobby and advocacy for Human Rights, ready to initiate Lobby and Advocacy project as well as facing the challenges that come with the project.
5.4 Strong representation, communication and influencing skills to maintain excellent relations with consortium partners, partnering civil society organizations, and other internal and external stakeholders.
5.5 General experience with lobbying & advocacy, youth engagement, societal awareness creation, and social accountability mechanisms.
6. General Requirements:
(a) Graduate university degree in Project Management, or Social Development Studies or related field.
(b) Deep insight into the laws and policies for persons with disabilities.
(c) Good written and oral English and relevant local languages.
