Key Responsibilities:
Project Implementation and Leadership
-
Ensure project implementation is in line with the Ministry of Health (MoH) National Strategies and relevant standards and policies.
-
Collaborate with key health actors for effective implementation of the RHCC project.
-
Assess and support quality activity implementation of the project to ensure that the programme is within scope, time and budget.
-
Ensure recommended project models are contextualized for effective implementation.
-
Ensure close collaboration of the consortium (World Vision Zambia, Rotary, MPZ, PATH, EMC).

Responsible for the overall recruitment of all project staff
-
Ensure proper technical capacity of staff to manage all project activities effectively
-
Provide supervision, training and performance appraisals.
-
Ensure that staff performance appraisal are conducted as required and results shared with the People and Culture department
-
Motivate staff by creating a fair and open work environment in which they can realized their potential for growth, expanded managerial and technical capacities, and satisfaction with their work.

Establish leadership and personal credibility, implement, and maintain clearly understood chain of authority and accountability.
Budget and Resource Management
-
Work closely with the finance team to ensure effective management of grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors Rotary, Gates and World Vision –United States of America (WVUS) headquarters staff.

Ensure grant/project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean Annual Financial Review facilitated by Country Committee before submission to the Rotary, Gates and World Vision US teams

Oversee property and equipment acquisition, disposition, and management in compliance with World Vision (WV) internal and donor requirements.
Networking, Collaboration and Liaison
-
Liaise with host government officials, Non-Governmental Organizations (NGOs), Community Based Organizations (CBOs), Rotary, PATH MACEPA, Gates, United Nations (UN) agencies, NMEC, other projects, private sector companies and organizations, and other organizations as appropriate

From inception ensure government involvement in project implementation and develop clear project exit strategies.

Lead all project activities that require engagements with high level stakeholders such Parliamentarians, Traditional Leaders and other stakeholders.
Capacity Building and Programme Effectiveness/ Quality Assurance
-
Ensuring that capacity assessments for the Co-Applicants and local partner under the MOH Malaria, Rotary NMEC are conducted and capacity development plans are in place
-
Attend all national level coordination meetings organized by Ministry of Health (MOH) through the NMEC Programme
-
Hold quarterly Technical Working Group meetings with the local primes and review performance and support the planning processes
-
Ensure that coordination activities for all Malaria Elimination grants take place both at national and district levels
-
Attend TWG meetings organized by other stakeholders.
-
Providing feedback to key government ministries on project performance semi-annually.
-
Utilize and adapt learning from monitoring and evaluation processes to inform programming.
-
Consolidate and review monthly, quarterly and annual reports for timely submission.
-
Collaborate with MoH teams in program design: adaptation, implementation, learning and knowledge management, documentation, evaluation and transition.

Document and share project lessons and promising practices with partners and stakeholders.
Other
-
Show spiritual maturity, integrity and energetic personality, through attendance of daily devotions and other spiritual nurture programmes.

Other duties as designated by the Line Manager or his/her delegate.

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Master’s degree in Public Health or relevant field with minimum 3 years’ experience in relevant field.

University Degree in Environmental Health, Clinical Science, Public Health or relevant field with minimum 5 years’ experience in relevant field.
-
Experience in a complex, international organization preferably NGO context
-
Proven skills and experience in project management and programme development
-
Experience in project design, implementation, monitoring and evaluation and report writing essential
-
Knowledge and understanding of World Vision operations would be an added advantage,
-
Must have excellent communication, interpersonal, analytical, decision making, conflict management, negotiation, networking, liaison and donor engagement skills.

Ability to work in a cross-cultural environment and functional teams.
-
Computer literate in Word, Excel, PowerPoint.
