1. Purpose of the Job
To assist in the development, planning and implementation of the Authority’s projects in line with the Authority’s strategic goals and mandate under the Universal Access and Services Fund for delivery of ICTs in un-served and under-served areas in Zambia to bridge the digital divide.
2. Statements of Main Responsibilities
a) Coordinates effort across policy and advocacy, strategy and planning to ensure that all strategies are translated into actionable projects and resources are utilized effectively.
b) Ensures the efficient use of available resources for initiatives aimed at bridging the digital divide to maximize the impact of limited funding by focusing on well-defined projects with clear goals and measurable outcomes
c) Manages project scope and adjusts strategies based on ongoing monitoring and evaluation results to ensure adoption to changing circumstances and prioritise the most impactful initiatives within limited resources.
d) Translates strategies and advocacy into tangible results within budget and time constraints.
e) Prepares Project Plan through assessing viability/ business case of the proposed projects in relation to the Authority strategic goals in order to ensure orderly implementation of selected projects and programs.
f) Initiates proposals for ICT Projects meant to serve the un-served and under-served to bridge the digital divide across the country.
g) Coordinates various stakeholders involved in planning and implementation of Projects to meet projects intended objectives and goals.
h) Provides project support to various projects within the Authority to ensure efficient management of Authority projects in line with project management Methodology
i) Identifies and proactively mitigates potential risks that could derail the project implementation.
j) Works with diverse teams to foster collaboration and achieve project goals.
k) Manages project budget, time and identifies cost saving opportunities and ensures project stays within budget constraints.
3. Knowledge and Skill Requirements:
a) General Education:
Full Grade 12 School Certificate
b) Professional/Academic Qualifications:
Bachelor’s degree in Engineering, Social Sciences, Urban Regional Planning, project management or related qualifications.
Project Management qualification will be an added advantage
Membership of relevant professional body
c) Relevant Pre-Job Experience:
Two to Three (2-3) years working experience in a project management environment
4. TENURE
The position of Project Officer – Planning and Implementation is on a Permanent and Pensionable basis.
