Required to attend training as well as occasional site improvement and monitoring visits.
The Public Health Specialist is responsible for providing technical assistance to the Ministry of Health regarding Health Information Systems. The position carries out business analysis for requirements within CDC and other agencies before they are shared with Health Information Systems (HIS) partners. The incumbent must apply creative thinking, communication, analytical, and problem-solving skills to help maximize the program related benefits of PEPFAR HIS investments. The key focus is to drive improvements in service delivery and overall program processes using technology while serving as the liaison between key stakeholders and HIS implementation partners. The incumbent will ensure that program needs are being met in an effective and efficient manner and works closely with leadership to identify, recommend, develop, implement, and support cost-effective and sustainable information systems solutions. Position reports into the Health Informatics Branch Chief in the CDC Zambia Health Informatics Branch.
JOB KNOWLEDGE: Must have good working knowledge of Ministry of Health policies and knowledge of existing health information systems in Zambia. Must have worked collaboratively with NGOs, GRZ, and donors in health information systems efforts. Must have strong understanding of project management methodologies and demonstrated career growth with increasing levels of project scope and influence. Must show experience in leveraging cloud solutions to accelerate business value driven projects.
SKILLS AND ABILITIES: Must have a working knowledge of information systems development and implementation processes for engagement with technical partners and the MOH ICT team. Prior software development experience is required. Must be able to contribute to national level strategies and roadmaps at the highest levels of competence. Must be able to communicate clearly and persuasively to Ministerial-level government officials as well as to top-level highly experienced applications developers, systems analysts and clinical users.
