Job Description
The Hunger Project Zambia (THPZ) is a locally registered Non-Profit Organization operating under the guidelines of the Non-Governmental Organization Act of 2009. It is a branch of the Global Hunger Project (TGHP), a strategic Non-Profit Organization committed to a sustainable end of hunger and poverty at a global scale. THPZ has been operating in Zambia since 2019.
As part of our efforts to strengthen our financial management, procurement and internal control systems and to ensure compliance with donor requirements and regulations and to be aligned with best practices, THPZ is inviting suitably qualified and experienced consultants (individuals or firms) to submit proposals to review and revise the:
Financial & Procurement Procedures Manual
Scope of Work
The selected consultant will be expected to:

Conduct a comprehensive review of the existing Finance and Procedures Manual as well as existing Procurement processes;

Liaise with relevant THPZ staff to understand the current finance and procurement systems in place and their gaps;

Understand the current THPZ expectations and benchmark them against industry best practices;

Produce a revised and updated draft financial & procurement procedures manual;
-
Facilitate validation meeting with the THPZ Management to finalize the documents after incorporating any feedback.
Deliverables

Inception report detailing methodology and timelines;

Draft revised Financial & Procurement Procedures Manual;

Final Revised and Approved Financial & Procurement Procedures Manual;

Validation Meeting Report.
Required Qualifications
-
A minimum of a Bachelor’s degree in Accounting, Finance, or a related field. A Master’s degree and/or professional qualification such as ACCA, CIMA or CA Zambia will be an added advantage;

At least 5 years of experience in financial management, auditing, or consultancy in International Non-Governmental Organisations (INGOs) or donor-funded environments;

Demonstrated experience in developing or reviewing finance, accounting and procurement manuals;

Strong knowledge of national financial regulations and international donor compliance standards;

Excellent analytical, communication, report writing and facilitation skills;

Experience working with INGOs is strongly desired.
