Job Description

The Industrial Development Corporation (IDC) Limited is a State-Owned Enterprise (SOE) charged with the mandate to spearhead the Zambian Government’s commercial investments agenda aimed at strengthening Zambia’s industrial base and job creation.

IDC was incorporated in January 2014 and is wholly owned by the Government through the Minister of Finance pursuant to the Minister of Finance (Incorporation) Act Cap 349 of the Laws of Zambia. The IDC was established to create and maximise long-term shareholder value as an active investor and shareholder of successful state-owned enterprises, as well as undertake industrialisation and rural development activities through the creation of new industries.

A need has arisen to recruit a Senior Human Capital Officer in the Corporation.

Overall Job Purpose

Reporting to the Head of Human Capital, this position is responsible for coordination and implementation of the Talent Management Strategy including but not limited to talent acquisition, retention, payroll, staff welfare, coordination of performance appraisals, and identification of training needs.

  • Budget : Control expenses within approved limits and achieve cost savings when undertaking assigned tasks.
  • Payroll – Coordinate payroll inputs with all supporting documents and submit to Finance.
  • Talent Acquisition and Retention : Implement staff retention strategies, manage talent
  • Disciplinary Procedures : Support disciplinary processes and ensure compliance with industrial policies.
  • Labour Law Guidance : Advise employee and their supervisors on labour matters.
  • Staff Welfare : Coordinate staff welfare programmes, loans, medical schemes, and organize participation in national events.
  • Training & Development : Assess training needs, prepare company-wide plans, and oversee training programs.
  • Professional Memberships : Manage professional body subscriptions, certificates, and CPD workshops.
  • Monitoring & Evaluation : Evaluate training program effectiveness.
  • Health & Safety : Promote workplace health and safety.
  • Meetings : Prepare presentations and key departmental documents.
  • Additional Duties : Perform other assigned tasks as needed.

Minimum Qualifications & Experience Requirements

To be considered for this role, you must be in possession of the following minimum qualifications and experience requirements:

  1. Five (5) years of work experience in human resource management at senior level.
  2. Grade 12 School Certificate with 5 ‘O’ levels
  3. Bachelor’s Degree in Human Resource Management or other related qualification.
  4. Member of Zambia Institute of Human Resource Management (ZIHRM)
  5. Valid 2024 practicing license from the of Zambia Institute of Human Resource Management (ZIHRM).
