Job Objective
To supervise and undertake the provision of human resource functions and administrative as well logistical support services in order to facilitate smooth operations of the Institution.
Key Accountabilities
1. Supervises and undertakes effectively human resource planning in order to meet the human resource needs of the Institution.
2. Supervises and undertakes effectively human resource development in order to enhance staff and organizational performance
3. Supervises and undertakes timely recruitment and placement of appropriate staff in order to facilitate efficient operations of the Institution.
4. Supervises and undertakes effectively interpretation and implementation of Conditions of Service in order to maintain consistency in their applications.
5. Manages the payroll process and ensures timely preparation and maintenance of the payroll inputs and staff establishment in order to facilitate payment of personnel emoluments and ensure adherence to approved staffing levels.
6. Supervises and undertakes timely development and implementation of staff welfare programmes in order to enhance staff morale in the Institution.
7. Supervises and undertakes effectively the provision of administrative and logistical support services in order to facilitate the smooth operations of the Authority.
8. Manages effectively the implementation of the performance management systems in order to facilitate attainment of departmental objectives.
9. Manages effectively human, financial and other logistical resources in the department in order to ensure the attainment of the departmental objectives
10. Undertaking any other tasks/assignments as may be delegated by the supervisor
Minimum Vocational/Professional Qualifications
1. Full Form (V)/Grade 12 Certificate
2. Bachelor’s Degree in Human Resource Management or equivalent
3. Up to date paid up Member of Zambia Institute of Human Resource Management (ZIHRM)
Minimum Relevant Pre-Job Experience
1. Two (2) years’ experience in a similar position
2. Ability to interpret and apply labour laws and employment regulations
3. Experience with Payroll Systems such as Sage Evolution will be an added advantage
