The National Pension Scheme Authority (NAPSA) wishes to fill the vacant positions below to be based at its Head Office in Lusaka.

2.0 SENIOR PROCUREMENT MANAGER – NPS02 (Permanent and Pensionable): Head Office
2.1 Main Purpose of the Job
To be responsible for developing the NAPSA procurement strategy, coordinates the preparation of the NAPSA procurement plan and budget, and coordinates the implementation of the strategy and plan to ensure the supply of goods and services as required in the implementation of the NAPSA business strategy. Additionally, the Senior Manager Procurement monitors compliance with the procurement policies and procedures, and the procurement laws and regulations to ensure NAPSA is protected from risks associated with noncompliance.
2.2 Key Responsibilities:

Develops and implements the NAPSA procurement strategy to ensure the procurement department Procures goods, works and services required in the implementation of the NAPSA business strategy in a timely manner.

Coordinates the preparation of the procurement work plan to support the implementation of the procurement strategy to support the timely delivery of goods and services critical for the successful implementation of the NAPSA strategy.

Coordinates the development of the NAPSA procurement plan to ensure all user departments plan for resource needs in a timely and holistic manner.

Coordinates the preparation of the NAPSA procurement budget in a timely manner to ensure sufficient resources are allocated to the implementation of the procurement plan.

Develops/ revises the NAPSA procurement policies and procedures to ensure the availability of guidelines critical for compliance with the procurement laws and regulations, and to enhance service delivery by the department.

Coordinates market research to identify changes in market trends and best practice, to ensure appropriate interventions are undertaken in response to the changing business environment.

Coordinates contract management to ensure NAPSA is compliant and benefits from all procurement contractual relationships entered into.

Coordinates the maintenance of procurement records to assist in the management of supplier performance.

Establishes and maintain collaborative relationships with suppliers, to ensure quality and cost-effective supplies are procured.

Develops prequalification requirements for third party service providers to ensure quality is maintained in the delivery of goods and service to NAPSA.

Coordinates periodic prequalification and carry out due diligence on selected suppliers, in order to ensure quality is achieved at the most reasonable cost in line with policies and procedures.

Presents procurement reports to management in order to receive recommendations on gaps identified in order to enhance service delivery by the department.

Coordinates and monitors the implementation of the board procurement recommendations to ensure the implementation meets the set timelines and is compliant with quality standards as well as compliance with Public Procurement Act and Regulations.

Coordinates the updates of the supplier master file (ERP system) with the qualified suppliers to enhance ease in the procurement of goods, works and services in the implementation of the NAPSA Corporate and business strategy.

In liaison with the HR and Administration Directorate, coordinate the training and development of the staff in the procurement department as well as other key stakeholders to support the availability of critical competencies required for enhanced service delivery.

Monitors compliance with the relevant procurement laws and regulations in order to reduce exposure to risks associated with noncompliance.

Relevant Qualifications

Five (5) “O” Levels with Credit and above including Mathematics and English
-
BSc in Purchasing & Supply, Bachelor’s Degree in Business Administration or equivalent
-
Master’s Degree in a relevant field

Post Graduate Diploma in Purchasing and Supply for those with a Bachelor’s Degree in Business Administration or equivalent.
Personal and Professional Experience:
Not less than seven (7) years of relevant experience in procurement management in an organisation of similar size in operations.
