1. Purpose of the Job
To provide support and ensure that the Authority’s talent management, development and performance management initiatives are effectively aligned with its strategic objectives with emphasis to support and maximize employee value proposition.
2. Statements of Main Responsibilities:
a. Assist in coordinating the recruitment process with relevant departments in line with the Resourcing Policy;
b. Coordinates new talent engagement to ensure 100% role on-boarding;
c. Assists in coordinating activities in the Talent and Succession Planning framework.
d. Assists in Talent spotting within the Authority to ensure the right candidates with the necessary skill set are rightly placed in talent pools;
e. Prepares learning and development reports to ensure continuous growth of talent is managed and monitored;
f. Assists in administering learning evaluation to measure impact of learning interventions on all staff;
g. Coordinates internal learning programs to ensure they are performed according to checklist standard;
h. Assists in managing annual learning budgets from preparation of learning needs to application of resources and organizing actual interventions;
i. Assists in coordinating knowledge communities of practice to ensure transition into sharing and practice;
j. Assists in development of monthly talent reports to demonstrate key talent variables for decision making.
k. Provides input to the design and review of performance management policy and procedures to embed a performance driven culture and the Authority’s performance management capability;
l. Provides advice and guidance to line managers and all staff in the implementation of the performance management system and review tools to achieve the strategic objectives of the Authority;
m. Analyses audit reports, departments’ strategic performance reports, post training action plans and performance appraisal reports to gauge the efficiency of the performance management policy and guidelines in as far as their alignment to Authority’s strategy is concerned;
n. Validates performance appraisal results which are an input to the performance rewards to ensure compliance with policy provisions;
o. Assists to recommend appropriate performance enhancement schemes to motivate staff towards performance and productivity improvement;
p. Processes performance appraisals and prepares a report on the Authority-wide picture of the performance rating distribution to influence decision making in the review of policy and procedures;
q. Maintains a database of all performance contracts and appraisal reports to facilitate institutional memory; and
r. Assists to implement the Performance Improvement Plans (PIPs) to improve staff performance.
Requirements
3 . Knowledge and Skill Requirements :
a) General Education:
Full Grade 12 School Certificate
4. Qualifications:
a) Bachelor’s degree in human resources management, Public Administration or Business Administration or equivalent;
b) Membership of relevant professional body.
5. Relevant Pre-Job Experience:
2 years’ post qualification experience
6. The position of Talent Management Officer is on a Permanent and Pensionable basis.
