1.0 JOB PURPOSE
To support the efficient, effective and lawful use of the radio frequency spectrum in Zambia by conducting technical monitoring, enforcing compliance with license conditions, and maintaining the operational readiness of all spectrum monitoring stations and equipment.
2.0 SPECIFIC RESPONSIBILITIES
(a) Undertake spectrum monitoring tasks including occupancy measurements, automated violation detection, and interference resolution in accordance with International Telecommunication Union (ITU) standards;
(b) Conduct comprehensive technical and financial compliance inspections on radio installations to ensure full adherence to license conditions;
(c) Conduct routine and corrective maintenance on all mobile and fixed monitoring stations, as well as associated portable equipment;
(d) Develop and submit detailed technical reports on all equipment repairs, maintenance activities, and site inspections;
(e) Ensure consistent record-keeping by maintaining and managing site logbooks for all monitoring locations;
(f) Manage the re-calibration schedule for all critical measurement equipment to ensure operational accuracy and compliance;
(g) Perform other related duties as assigned by the supervisor to support the department’s overall objectives, including tasks related to spectrum planning and licensing.
3.0 CORE COMPETENCIES
(a) Possesses strong knowledge of Radio Frequency (RF) engineering, various radio systems, and modern spectrum measurement tools.
(b) Demonstrates a solid understanding of national and international spectrum regulations and official licensing procedures.
(c) Analyses complex technical data and spectrum usage to resolve interference issues, preparing clear, concise technical and administrative reports to document findings.
(d) Independently resolves complex technical and operational problems by applying logic and critical thinking to identify root causes and develop effective, data-driven solutions.
(e) Communicates effectively with diverse internal and external stakeholders, adapting communication style for clarity and using negotiation skills to manage and resolve conflicts.
(f) Makes informed recommendations to supervisors and management to improve or modify operational procedures and enhance efficiency.
4.0 ACADEMIC QUALIFICATIONS AND REQUIRED ATTRIBUTES

General Education
Full Grade 12 School Certificate
(b)
Academic/Professional Qualifications
A Diploma or Bachelor’s Degree in Electrical, Electronic, or Telecommunication Engineering or related field.
(c)
Work Experience
Diploma entry – a minimum of two (2) years of relevant work experience.
Degree entry – No work experience is required.
