Job Description
To ensure the day-to-day operations of the procurement activities through timely sourcing of goods, services, works and consulting services in order to meet organizational requirements.
Key Responsibilities
Procurement Policies and Regulations
-
Ensure procurement policies, procedures, rules andregulations are adhered to
-
Ensure that the Zambia Public Procurement Authorityprocedures are followed when procuring goods and services
Stock Records/Record Keeping
-
Report on progress towards business objectives and keyprojects
-
Maintain accurately the records of goods in order to ensuretheir timely availability
-
Maintain accurate records/services in order to facilitateefficient storage and retrieval of information
Budgeting
-
Participate in the annual Budgeting
-
Estimate and establish cost parameters and budgets forpurchases
-
Provide advice on procurement strategies and directions
Supply Knowledge
-
Review and analyze all supplier’s supply and price options
-
Develop plans for purchasing equipment, service and supplies
-
Negotiate the best deals for pricing and supplycontracts
-
Evaluates quotations from suppliers for purchase of goods orservices and recommends best source/supplier for the approval of superiorand/or Management Procurement Committee
-
Prepare evaluation reports and procurement committee paper
-
Ensure that the products and supplies are of high quality
Secretarial Duties
-
Undertake effectively the provision of secretarial servicesto the Procurement Committee to facilitate decision making
-
To offer secretarial services during Tender Closing and BidOpening
-
Coordinate Evaluation Committee meetings and providesecretarial services
-
Initiates preparation of reports for submission to ZPPA asrequired.
Any Other Duties

Perform any other duties as may be assigned by thesupervisor from time to time
Minimum Qualifications
-
Full Grade twelve (12) Certificate
-
Diploma in Purchasing and Supply or its equivalent
-
Member to the Zambia Institute of Purchasing & Supply (ZIPS)
